PPI Refunds: RBS boss says bonuses are necessary

A leading bank executive has slammed Alistair Darling's decision to tax bankers' bonuses and claimed that it will damage banks' ability to recruit the best employees, the Guardian reports.

Sir Philip Hampton, chairman of the Royal Bank of Scotland, said that banks must be able to pay "commercial" bonuses in order to attract suitable employees.

The Royal Bank of Scotland is majority-owned by the taxpayer after being bailed out by the government last year, but had planned to pay out £1.5 billion in bonuses this Christmas.

As a result of its participation in the government's asset protection scheme, its stake has risen from 70 per cent to 84 per cent.

Under the scheme, the bank's bonus payments are now subject to Treasury approval, and its board recently threatened to resign to retain control over pay rewards.

This week, European regulators gave the go ahead for plans to restructure RBS which would see it sell significant parts of its business.
